Why does the 2020 Subaru Legacy make a sputtering noise when it is about to stop and just starting up?

Why does the engine compartment of a 2010 model, registered in 2011, with 83,000 kilometers occasionally make a "da da da da da da da" sound, especially noticeable when starting and just before stopping after driving?

When I turn on the AC, it makes a noise... After a while, it gets a bit better, but when I stop the car, it starts making noise again... Has anyone experienced this? Thanks.
