You're talking about the purchase tax, right? Generally, you need to pay it yourself. After you pay for the car and get the temporary license plate and compulsory insurance, you can take the car out of the 4S store. Then, drive to the tax department to pay the purchase tax. After that, you can proceed to get the official license plate.
