Is a fuel consumption of 16 liters for a new car normal?

Others are saying that the Tank's fuel consumption is between 6 to 7 liters, but why is my car consuming over 11 liters even though it's just over 5,000 kilometers?

Is it normal that a new car with 400 RMB worth of fuel, approximately 50 liters, runs over 500 kilometers?
