Are the cars being sold now from the batch produced in June? I went to the dealership today and saw many cars from June. Would these be considered stock cars?

My car, the Buick Excelle, consumes about 9-10 liters of fuel per 100 kilometers in the city. It seems like the Hyundai Elantra has lower fuel consumption. Is it necessary to switch?
