Why does the fuel pump nozzle automatically stop shortly after I start refueling?

Friends, when I start and press the accelerator, the RPM goes up to 2000 and there's a whistling sound (kinda like a howling noise). Is this normal? Once the RPM comes down, pressing the accelerator doesn't make that sound. I just got a new car. Anyone else experience this?
